Four unreliable routes, one deadline, and a queue that changes shape every few seconds. The orchestration layer models each route continuously and re-decides where every 64 MB chunk goes; six times a minute, for the length of a shoot. That is where the AI in "AI deep-tech infrastructure" actually lives: not in a feature list, in the allocation.
Every path carries a rolling goodput estimate. Work is allocated on which link will run dry soonest, not on which is fastest right now; and no single sample may exceed twice a path's observed peak, so one lucky reading cannot starve the others.
The engine re-evaluates every five seconds against queue composition, live routes, deadline and cellular budget, then re-tags pending work. A thirty-second hold stops it oscillating on a marginal link.
What counts as "stalled" scales with the work in flight. A 64 MB chunk on a 20 Mbps dish legitimately takes 26 seconds; a fixed timeout would bench a healthy satellite link on every chunk.
Past 95% complete, the oldest outstanding chunk is re-issued to any healthy path at least 1.5× faster. It costs a few hundred megabytes and removes the failure everyone remembers.

One chassis, two configurations. Every unit puts up all four routes, runs the same scheduler, carries ShuttleCheck™ Pro and coordinates with every other unit on the production. The only thing that changes is cache depth.
